I am a December applicant and my account looks the same as yours - background check "Not applicable." For us, a couple of weeks ago my husband (the PA) got a request by email to resend a document we had made a mistake on. I'm guessing that's where the glitch is coming from for us, since our background check was "In progress" before this and switched back to "Not needed at this time" when they made the request. I'd suggest checking any email addresses you have connected to the application to see if they've asked for anything. We got the document request only through HIS email, not through any of the online accounts or anything, so I wouldn't have known about it if he didn't see it in his email.
