In my country also the first stage takes 4 months... I received my AOR dec 4th 2015 its been four months now but the quetion is... Will MIDI respect the timeframe stated in their website? Bcs if that is respected we should be moving on to the 2 stage since i have not been informed about receiving back my dossier.... I think no one of those who applied in nov 15 have received no updates or news so far....

Time will tell....

I know someone who got "Waiting a decition" letter so they are already close of the CSQ. For me i havent recived any news yet.

I applied in november this year and got AOR after almost one month. Now my question is that getting the AOR means that the step 1 "verification of document" has been completed and i am in step 2 which is preliminary review?

Sorry to say, but once you received an AOR then the verification stage/process starts.
Verification Stage would take time and it depends on the country you put on your application.

For example, Saudi Arabia (though I am a Filipino) Verification Stage would take 46 freak'n months.
Then 1~3 months for the Preliminary Stage and 1~9 months for the Selection Stage.

And to think this is a first come first serve basis. And as of now, in some forums Dec 2013 Applicants already had some updates and starts to receive their CSQs.
I lodge our application last March 2014 and still waiting and more likely for 2015/2016 applicants would have no choice but to wait. And to think this is a first come first serve basis.

By the way, my wife and I still waiting for that CSQ since we received the AoR last July 2014.
