This is what is in CIC website ""As of May 1, 2014, there is an overall cap of 8,000 for new Canadian Experience Class applications. There are also sub-caps of 200 for each National Occupational Classification B applications. These are the last applications we will accept under the current system before Express Entry launches in January 2015.""
If I'm not wrong, what they mean is "They will accept up to 8000 applications until December 31, 2014 with each sub-caps of 200. Say, if the cap is reached before December 10, 2014 they will no longer process any new applications and will return the applications without AORs. In other instance, if the last working of CIC is reached for the year 2014 they will stop the current CEC method of selecting applications based on the applicant`s experience and English proficiency and will start implementing the new rules formulated with Express Entry 2015. Hence, the applications will be returned without AORs."
If you are Under Skill category NOC 0/A you need not worry about the cap. However, make sure your application should be reached before the last working day of CIC for the year 2014. Also, those who fall under the caps should make sure they should send before their sub-cap filled out or if not, the application should be received by the CIC on or before the last working day of CIC for the year 2014.
