They had told me the same thing , but mine was expiring in 2 weeks or so . For bowp you will have to send the application package directly to Toronto or Vancouver jurisdiction. Make sure to include everything mentioned in the checklist.

Do you mean BLS wont accepts work permits without 1 year validity, from the date of application?.

That shouldn't be the case , 1 yr should validity should have no problem
