I hope somebody keeps the backup of spreadsheet as dates are mixed. I can see that my dates (App Sent and App Received) have been changed.

As long as the spreadsheet is open for everyone to edit, this will continue to happen.
Someone, whoever created the spreadsheet, has to lock it down and make it read-only.

I did the payment on Sep-30th-2013 , and it appears in my credit card statement of month Oct-2013 , date comes up for this payment as Oct-1st. although i submitted my application on Nov-25th-2013, does CIC debit even before verifying the application package.

Bit confused, pls clarify ...

The problem is, that poeple don't know how to sort the data - that's what messes things up most of the time.

CIC wont debit before verifying your application - If CIC has received your application only by Nov, the debit what you are telling in CC must be something else!

A few weeks ago you were able to pay online, before submitting your application.
Maybe the user made use of that. I myself paid 2 months before sending my application.
