There are many posts in the forum about flagpole. Also, if you have US visa, you can go to US and come back and complete landing.
However, as canadavisa13 said, landing in the airport is not possible if you're already in Canada. Landing in airport is only possible if you're coming back to Canada from another country.

You don't need a refusal slip for landing.. In case you don't have a US visa, you can go to peace bridge and just make a U-turn before entering the US border to complete your landing..
