you should be able to login with both ..and if not then there is some issue somewhere ...

Either UCI or application file # starting with EXXXXXXX will access your online status if it's already set up.

I believe this is the only way to contact them re your package before it is received by CPP Ottawa. This is the auto reply from CIO:

Hi y67zhang,
Thanks for the info. I already sent a mail with my personal details to CIC and requested them regarding my package. I am yet to receive a response from them. Since it takes almost 20 days for them to respond, I started asking other seniors whether there is any other way to enquire about the package.

Yeah it seems like a blackhole between their receipt and AOR. I was getting anxious about my package earlier too and tried to call them up but got no response. I've seen people who get charged and receive AOR on the same date or dates close by. Good luck!
