Encahsment of BD or CC charged doesn't mean that ull get PER, Encahsment or charged mean that you have eligible points i.e 67 and you qualify for further process of docs review at CIO level, then they check you docs , experience letter whether it is according to your NOC in which u applied. Normally after 5-10 days of encashment you get your PER or NER. Actually i am a second time candidate, so i know the whole process which CIO explained me. I applied before on 1st feb 2011, my cc charged on 30th March 2011 and i got NER on 4th April 2011. My reason of ner was yet simple, due to no job description on experience letter,only my salary and working period was mentioned, so i applied again on 27th October, rcvd by CIO on 3rd NOV 2011. The only reason i mentioned this to not get ur hopes positive on encashment or CC charged mean PER. Btw my case is of AEO so i can apply anytime, hope this time my application accept.
If you qualify for the points and some problem in your docs, there is no refund. In case of cap reached etc i think there is a refund, but i think now they have no refund policy.
