That's right. UAE PCC first, then Indian PCC. Actually to take UAE PCC there is another option. Going to MOI is widely practiced here but in my case, I experimented with MOI's android app! Guys, you won't believe - I made an electronic request at around 2 pm (supporting documents uploaded), I received PCC the next morning, I guess at 9.30 AM! It can be downloaded and printed out. Well, two or three days isn't a big deal. But if you want to save time and/or if you have travel inconveniences due to work, you can take this route!
Coming to Indian PCC, there is no such app unfortunately! But You can go to BLS international anywhere in UAE (along with UAE PCC). Processing takes around 40-50 days from the time of submission. Some people got it within 2 weeks. You don't have to go to pick, they will send it thru courier, Mpost I think.
I think, you know that the time for submitting complete EE application from the ITA date is now 90 days. It was 60 days earlier.
Almost forgot, you asked about medicals in UAE. In CIC website search as panel doctors, then drop down the list to UAE, you'll find a list with several options to choose. In Abu Dhabi only one doctor is there for immigration medicals. Details are:

Note that they don't accept credit card payments in this clinic. Average charge is 700 -900 AED per adult - depending on needed tests, the charge may go up. For kids, it is 250 to 400 AED each. The additional tests, for the most part are country specific.
Second option - you can also choose Dubai London Specialty hospital. It is in Jumeirah Beach road. It's very close to the beach - After medicals, you can chill out there. I went to that Clinic because I was running short of funds at that time, I had to use my credit card. They accept credit card (CC) payments. The charges are similar to Abu Dhabi clinic but not exactly the same.
If you go in the morning, say at 9 am (with appointments for you and your dependents), you can finish all tests within the next 2 -3 hours. They will inform the results, like blood tests, but will not share what they are sending to CIC. It's a computerized points system where the panel doctor or the authorized person will fill in details electronically and the system will store the results for CIC to use the details in future to process applications. Panel doctors cannot make the final decision of whether or not we pass the medicals. They are simply medical professionals who know how to conduct immigration specific tests according to the CIC protocol.
Coming to the question of when to do Medicals., it's not necessary that you have to wait till ITA. You can take it anytime between nomination and ITA or even before that. The clinic needs your Express entry profile number and an id document like passport only to do medicals. They create a number called UMI (unique medical identifier) and attach it to your EE profile number. When CIC starts processing your application, they scan for activities happened before ITA, nomination etc. If your Medicals is one of the activities they find, they'll pick the raw information given from the clinic (as it is attached to your EE profile) and work towards determining your fitness to enter Canada. If they need further details or tests they will contact you thru your email and may advice you to go to the same clinic. They'll do this only if they need further information or tests etc.
That's the way system functions, aimed at avoiding delays. But from our side the best advise is to do medicals as close as possible to the final application submission date. Because your one year countdown for landing starts with medicals date, not ITA date or Application submission date. If the scenario is like - you do Medicals immediately after nomination and from that time to submission is, let's say 70 days for some reason, that means you have consumed more that 2 months of your countdown period which you could've avoided and saved for future if you keep medicals as the last thing. So best scenario would be like once medicals is done, you should be ready to submit final app to CIC within the next week; then you might've used only one week of your one year countdown and you travel close to the processing time.
All these steps apply only if you applied thru PNP express entry stream. If by some other stream I think CIC will inform when to take medicals. I have very little knowledge about that method as I didn't use it.
