I have notice that some already have status review in process or passed in medical section but in my case still shows Not needed at this time. I click on the question mark and status Not needed at this time means we have not yet received an application for permanent residence.

I am a little bit worried because for me it does not make any sense. I dont know if is a system issue becuase by the time I was
requested S4-S4a/LOE CIC system was down for almost 10 days, so I dont know if status was not updated.

Any suggestions? Or recommendations?

Do not worry. This is quite normal. It may take to update medicals one to two weeks. In some cases up to one month.

Submitted New EE profile after becoming ineligible due to system glitch: Dec 11
Nominated: December 19.

I haven't accepted my nomination yet, to give me ample time for other documents. I have a question, do I still need to submit paper-based documents to NS? What will be the next process after I have received the nomination?

No...if you had a job offer (with approved LMIA) there would be no advantage to getting provincial nomination (which is the reason most people currently take this route). You would automatically get an extra 600 points on your express entry profile and get an ITA right away since the most recent ITA cutoffs have been less than 500.

EDIT: For that particular stream that you're looking at, yes (since it's the first requirement). But I don't believe that's an express entry stream so your application will take a lot longer, therefore, the express entry streams are the way to go.

Skilled Worker, Nova Scotia Demand: Express Entry and Entrepeneur are your only options

Did you got the nomination from nova scotia? The next step would be updation in express entry and getting an ITA. Once you get that , then you have to submit medical, pcc, paper based docs to cic.

As was said above..accept the nomination in myCIC, wait for ITA...submit PR application.
