If I applied for Quebec can I still apply for Nova Scotia? Since Quebec doesn't fall within the federal Cic nominations I was wondering if that is possible. Can someone suggest please?

Hi,
Anyone knows if somebody was able to submit an application in 8 May? Some Canada immigration web sites are stating that all 250 places were fulfilled. I know that site crashed in about 10 minutes, so I do not explain how this was possible, taking into consideration that average time for completing the application is 60 minutes. Thanks,
