Not at all, I guess. Its the cumulative of all factors- that you need to score 67 points. And, yes you must be eligible withing factors 1 to 4. Meaning- you must have minimum required- education, ability in English/French, work experience and Age. For detailed minimum requirement, please refer to NS website. I guess it helps.

Did category B open on monday 8th May morning to take application and finished 250 application?
Some source sources say that it just opened and closed in fraction of time?

Not sure, but i have been checking every day and on 8th i saw update on their site that only category A was open category B was paused. But then all their online applications were down as well.

It is an online application available in nova scotia immigration website. Click on Express Entry and just proceed ahead. You will find the link on the page
