I agree with @hope2018
You should submit it under HCP stream. You have CLB 7 in English, and intermediate French. Although you don´t have CRS superior to 400, recently in this same year (March 2018) they targetted people like you: CRS less than 400 (351 was the minimun that occasion), good knowledge of English, and intermediate French.

OINP haven´t been updating their web page. http://www.ontarioimmigration.ca/en/pnp/OI_PNPNOI.html But that doesn´t mean that they haven´t been issuing NOIs. I received mine on July 26 (I applied under FSSW stream).

Since they are not updating the web page it would be good to know in order to have an idea what period they are considering for NOIs. Last time was between January and March

Thanks a lot for your advise and information. This really help me to see clearer about the NOI i received.
Am going forward with the application.
I made the application the 12th july 2018 and received the NOI the 19th july 2018. Infact, i made my first application the 22nd February 2018 but i cancelled the application and made a new one the 12th july.
I hope this will help other people also in having an information about the timeframe.

These days NOIs from Ontario are pretty rare, so I think that it is a good sign that you received it. Since your case is special (CRS less than 400), I suggest that you include a letter describing your NOC (ICT is on demand) and your intention to reside in Ontario, Good luck!

For French Speaking Skilled Woker (FSSW), you don´t meet the French level required (CLB7 in French), so if you submit the application under that stream, it would be rejected because of that :(. There is a note in the "Who Can Apply" section: "Receiving a Notification of Interest does not mean you qualify under the French-Speaking Skilled Worker Stream. Please consult the French-Speaking Skilled Worker Application Guide in order to ensure you meet both provincial and federal criteria."

For other hand, under HCP you don´t meet the minimum CRS score (400). There is also a note about ensuring that all criterias are met. Are you currently working in Canada? Because, probably you could apply under HCP targetted Job Offer.

So, they didn´t send you the NOI as targetted (Job Offer). Well, if I was in your place I would apply under HCP and I would attach a "Declaration to reside in Ontario" in which I would explain my motives to live there. Although, you must be aware that there is a big chance that your application would be rejected or returned because you don´t match all criterias under HCP stream (CRS not >400).

Having said that, if you decide to apply, you would be trying an opportunity that otherwise you would not have considering that direct ITAs is currently for people around CRS 440 (it seems that this year it won´t drop to even 435 level :().
