Non-DLI school can't take international students. You can't get a study permit for a Non-DLI instituition..

Or you mean a DLI that isn't authorized or some courses that aren't eligible for PGWP ?

The best bet would be to do another course that is eligible for PGWP unless qualify for other streams for PR
