Not able to respond to CEC PR query

Hello experts,

I am in Montreal on wok permit and applied for PR under CEC with intent to move out of Quebec.
I recently got a message in my application which says below as my next steps:

"Please respond to this email with written evidence that you intend to live in a province other than Quebec in order for me to make a final decision on your application. Your application number must be included in the subject line of your response. You have 7 days from the date of this letter to upload the requested information on your MyCIC account. If you choose not to respond with this information, it may result in the refusal of your application. "

My issue is
1. I did not got this message over a email, its under messages in MyCIC account, so I don't have a mail to respond to.
2. I checked in MyCIC account and I did not find any place to upload document. Earlier when they asked for a document under my application I could see an option to upload the document which is not the case now.

I got this message on November 12th and seems I only have 7 days to respond but couldn't figure out how, should I wait couple of days to see if I get the option to upload?

Another question is how long can I stay in QC after getting the PR, because I am on work permit and cannot go outside of QC till I get PR, and after I would need sometime to serve notice period in current company and find a new place and job in New province.

Submit ur response letter using webform attach pdf and call ircc to make sure they received ur attachment and profile is updated
