Not able to provide PCC

what will happen in case not able to provide PCC for any country.Is it going to be Reject or any thing can we do about it.

This is just general question to understand.

Which country can't you get one for?

As i mentioned general scenario for any country due to any unknown issue

I think it will be a reject due to incomplete documentation.

There are certain countries for which you can say that the country that I need a police clearance from requires a request letter and submit the initial application. But for most countries you need it with the initial application.

Its a rejection as they state already at very beginning YOU MUST....

I think it will be a reject due to incomplete documentation.

Not necessarily it will be that case. If the applicant provides all proof of efforts in obtaining PCC but were in vain, and the VO is satisfied that this is a genuine case, then he might consider it. This is mentioned on IRCC website.
