Not able to fill up SINP- OID without job offer application

I fill up first part of application online for SINP OID Without job offer but not able to reach second set of application. All fields are green but at first step Job offer where I given following answers as I am applying under Without job offer, become yellow and not allow me to go further. Pl. help

Do you currently have a job offer?*

No

Have you been accepted into Immigration, Refugees and Citizenship Canada's Express Entry pool and have an Express Entry Profile Number and a Job Seeker Validation Code? *

No
I given these answer as in OID both has to be answered in NO.

I FEAR IF IT HAPPENING WITH EVERY ONE THEN IT MAY BE THE INDICATION THAT EIGHTER SINP - OID WITHOUT JOB OFFER IS NO MORE OR NOW ONWARD WE WILL NOT BE FILL UP SINP APPLICATION IN ADVANCE TO SUBMIT IT IN FUTURE.

This is normal as SINP OID without job offer is currently closed.

You cannot fill up the application in advance, you have to wait until it reopens, or you can apply when you have a job offer.

BUT if I correct earlier people were completing on-line all the application with uploaded documents in advance and at the time of opening of this stream ( OID without Job offer or express entry ) they just push button submit. AND that was the reason why these stream fill up so fast, in some cases within few hours.

Is there any change now . Can Any one explain ?
