Ya I know that but my eligibility and background check started on 29 September and it's been more than a month already.

Background check can take a long time especially if you are not in your country of citizenship. The officer isn’t going to continue with eligibility review if background check is not completed. So officer may have opened your file and then put it aside if they know background check will take some time. Starting review doesn’t mean an officer is reviewing your file daily. They may open many files per day, and then it triggers your file to state review started.
