Ya I know that but my eligibility and background check started on 29 September and it's been more than a month already.From what I heard there are various factors to be considered before they make final decisions.
Background check can take a long time especially if you are not in your country of citizenship. The officer isn’t going to continue with eligibility review if background check is not completed. So officer may have opened your file and then put it aside if they know background check will take some time. Starting review doesn’t mean an officer is reviewing your file daily.
