So sorry to hear you got refusal.
When a visa officer says they are not satisfied that you will not leave Canada they definitely say based on .... so what was on your refusal letter?

Also, What is your timeline and what program and University did you get admitted in?

so your refusal reason is PURPOSE OF YOUR VISIT which means that officer is not convinced that you are comming into Canada for studying. The application you submitted and how you supported it was not enough to show you are actually comming to study in Canada.

Right. For non-sds applicants, it is believed if IRCC asks you to do a medical check up it means they will most likely approve your application. So, the next step for you would be ppr.
I'm hoping that to mate but when it comes to Canadian study permit, up until you step foot out of the airport in Canada, one is never too safe.
