Same here. I applied on July 23rd 2024 and today Background verification shows completed. So now 3 checks done - 1) Biometric 2) Medical and 3)Background Verification. COPR details can be seen on the tracker but have not received any email. Apparently should get it within a week.

@Miss bee I got a email about invitation to pre arrival service do i have to reply to it and also is this a good sign on my application?
As per my understanding (I am not an expert) receiving an invitation to pre-arrival services is not a direct confirmation of permanent residency approval, but it's a strong indicator that your application is likely to be approved. Pre-arrival services are offered to those who have already been approved for permanent residency, so the invitation suggests a positive outcome for your PR application. I got the prearrival service letter on Mar 28th this year and today I got the COPR

Yes, receiving a pre-arrival letter from IRCC (CIC) is definitely a good sign!
Your eligibility has been passed or is close to being passed by the immigration officer.
  • IRCC is preparing you for life in Canada while the final steps of your PR application (like background checks or final reviews) are being completed.
  • It does not guarantee final approval, but it’s usually a strong indication that your application is progressing well and nearing a decision.
If your background check or security screening is still in progress, it might take a little longer—but the pre-arrival letter is a very positive milestone.

@Miss bee, my background check is completed since 13th March and I can see COPR document number and validity in tracker since 14th March. I entered Canada on work permit on 18th March and informed IRCC on 26th March that now I am inside Canada. After this I saw 2 ghost update in tracker. Yesterday I called IRCC to check the status and they said that all stages are completed and I have to wait for portal but they said they can’t give any timeframe for wait. Let me know if this delay is due to me becoming Inland from Outland or something else. Please share if you have any idea about possible wait time in this scenario.

Based on your timeline, it looks like your application is essentially finalized, and you’re currently just waiting for the final step—receiving the PR portal email. Since your background check was completed on March 13 and the COPR document number and validity appeared in your tracker the next day, it’s clear that IRCC had already approved your application around that time. However, because you entered Canada on a work permit on March 18 and then informed IRCC on March 26 that you are now inside Canada, the process shifted slightly. Normally, for outland applicants, IRCC issues a physical COPR document and finalizes landing at a port of entry or through visa issuance. But since you became inland, they now need to complete your landing through the PR Confirmation Portal instead, which involves a separate inland processing team. This change doesn’t mean there’s a problem with your file—it’s just an internal redirection to finalize your status in a different way.
After you notified IRCC, it’s common to see a short delay while your case is reassigned. The ghost updates you saw in your tracker are actually a good sign, as they usually indicate internal movement on the file, often in preparation for the PR portal invite. The fact that the IRCC agent confirmed all stages are completed is also reassuring—they are simply waiting to issue the portal email. From the time IRCC is notified of a status change from outland to inland, it typically takes anywhere from two to four weeks for the portal email to arrive, though in some cases it can take a little longer. Since you informed them on March 26, you’re still within the normal processing window. The delay you’re experiencing is likely just the result of this transition from outland to inland processing, and not due to any problem with your application. At this point, it’s just a matter of waiting a bit longer for the portal invitation, which should come soon.

@Miss bee
I have forgot to mention US opt refusal on my pr application but this was mentioned in my initial study permit application and later for Pgwp and TRV I only mentioned my subsequent US F1 and Canada study visa refusal on my application. I’m concerned if this could be problem for my pr application.

Thanks in Advance!

You are supposed to mention each and every refusal on your application. If you hide something, they will refuse your application and ban you for 5 years and it's called misrepresentation. Make sure you send new form will mentioning all refusals.
