In most cases, receiving a Pre-Arrival Letter (PAL) typically indicates that you’ve passed the eligibility stage. The PAL is generally issued once an immigration officer has positively reviewed your eligibility requirements, which is why people often see it as a milestone in the application process.Hi @Miss bee,
I hope you’re doing well!
I have linked my non EE application to my GC Key account after AOR (August), and recently got my application into the tracker. I noticed that the information available in the tracker states that my Elegibility has not started.
However, I received PAL in Aug. 21, 2024.
I might be mixing things but I thought I read at this forum that PAL means that you passed elegibility. Can you please clarify?
Thank you so much!
And have a great weekend
No need . Sorry to hear that . Hope you are doing.Hi @Miss bee
I already submitted PR application and waiting for AOR. Last year nov. I gave birth to my son that is stillbirth (deceased) and we did not include him in application. Are we going to sent a webform about this or no?
Thank you for your response.

The tracker sometimes lags or displays confusing information about eligibility status, so it’s possible for the PAL to be issued even if the tracker says “Eligibility not started” or “in progress.” This discrepancy can happen due to system updates not being fully aligned with actual case progress.
In your case, if you’ve received a PAL, it’s a good sign that eligibility has likely been reviewed positively, even if the tracker hasn’t updated yet.
I ordered GCMS Notes and my Security is not started, but under Info Sharing it says:
Type: Biometric - FCC Detail
Partner: USA
Status: Ready to be Assessed
and
Type: Biometric - FCC
Partner: USA
Status: Complete - Not Reviewed
What does "FCC Detail", "Ready to be Assessed" and "Complete - Not Reviewed" mean?
We also got PAL after sending a message about my military record via web form. My son and I are still waiting for the medical exam letter but I called IRCC today, and they said you can go to the medical exam and share your document number so that it is enough for them. My wife got is via email but they sent us via regular mail, but I have not gotten it yet. I asked you before and you explained why. Irrc worker said it is unusual I don't understand whyIn most cases, receiving a Pre-Arrival Letter (PAL) typically indicates that you’ve passed the eligibility stage. Hi @Miss bee i got a previous refusal for pr application due to the province withdrawn my nomination. I moved province to maintain my worker status before.I applied again this June I already received my AOR. They are processing my background check should I be worried about my new application? Now i am staying in the province from where i got the nomination.

.Hi,
I applied for my PR through PNP via the Province of British Columbia. Its been 31 months but my application is still under processing despite having almost double the current processing times.
Application Date - 19th May 2021
AOR Date - 16th September 2022
ADR 1 - 24th February 2023 (submitted in 7 days and received)
Biometrics and Medical - 3rd March 2023 (Submitted in 7 days and now showed as passed for both)
I have never heard back anything after this and everytime I call, I am told that the application is still in progress and they do not need any additional documentation.
I have reached out MPs as well but no success.
My GCMS notes say that
Eligibility:In Progres
Security:Not Started
Criminality:In Progress
Medical: Passed
Info Sharing:In Progress
Is there anyone who has a similar timeline? If so, what options have you tried? Did anyone’s Writ of Mandamus yield any results?
I would really appreciate any insights of feedback.
Thank you!
In general, when you submit additional documents via webform before receiving your Acknowledgment of Receipt (AOR), IRCC might not automatically attach them to your application if the application has not yet been officially opened for review. Without an AOR, the webform submission may not immediately be linked to your application, as the AOR serves as confirmation that the application is in IRCC’s system and assigned a unique identification number.@Miss bee
Do you know if our document is going to be reviewed if, for example, I submitted the webform adding documents before receiving AOR last week.
and I haven't received any email saying that my documents were forwarded/uploaded.
If they review my application for completioness, are they doing to review the documents on webform as well?
It sounds like your application is experiencing significant delays, especially given that it’s been many months since you applied, which is unusually long even for PNP applications. Unfortunately, your situation with delayed security and criminality checks isn’t unique, and several other applicants have faced extended waiting times, often due to complex background verifications or other internal delays..
Hello , Did you get any answer on this issue about information sharing? I have the same issue now . Please update me
Thank you for very detailed response. In general, when you submit additional documents via webform before receiving your Acknowledgment of Receipt (AOR), IRCC might not automatically attach them to your application if the application has not yet been officially opened for review. Without an AOR, the webform submission may not immediately be linked to your application, as the AOR serves as confirmation that the application is in IRCC’s system and assigned a unique identification number.
However, IRCC typically reviews all documents and webform submissions once the application reaches a completeness check stage. If you included identifying details (like your UCI and application number, if available) with your webform submission, IRCC could potentially add these documents later when they open your file, but this is not guaranteed.
To ensure that the documents are properly considered, you might want to follow up by raising another webform inquiry after receiving your AOR, requesting confirmation that the documents submitted previously have been added to your application. This could help minimize the risk of missing any required documents during the completeness check.
