I think you need you have 6 each as per the requirement of CLB 7

To be eligible to apply, you must meet the following provincial criteria:
Work Experience: A minimum of either:
one year work experience within the past five years according to the criteria under the Federal Skilled Workers Program
one year work experience within the past three years according to the criteria under the Canadian Experience Class
Education: Equivalent of a Canadian Bachelor’s degree or above
Language: A minimum of Canadian Language Benchmark (CLB) 7 in English or in French
Settlement Funds: A minimum level of savings or income to support you and your family members
Intent: An intention to live in Ontario
Comprehensive Ranking System (CRS) Score: A minimum of 400 points in the CRS of IRCC’s Express Entry system.

Hi, I meet all the above-mentioned criteria
1) IELTS - 7.5, 7.5, 7.5, 9
2) 3 years work experience within the past five years according to the criteria under the Federal Skilled Workers Program NOC 2174
3) World Education Services certified Equivalent of a Canadian Bachelor’s degree
4) 15000 funds specified
5) Selected all provinces under the intention to live section.
6) Comprehensive Ranking System (CRS) Score of 413
However, I still haven't received any NOI. Is the score not high enough? Are there some other criteria?

Meeting the requirement doesn't guarantee that you will receive an invitation. Crs 400 is just the min required score to be considered for NOI.
