Dec 19 was the date which they have checked the applications for completeness. There can be another 1000 applications piling up that have not been checked for completeness.

It took them more than one month before checking the completeness of an application.

I'm sorry to hear that one of the forumite (Zakir) recieved the bitter news,But hey!!! look at the bright side vinisha's case !!! (Vinisha's if you are reading this please confirm if u recieved ur PER, Will help us a lot )
I've always been of the opnion since the start of 2015 express entry, there has been a strong move towards picking strong applications; who show easy adaptablity (Case and point vinisha, she has done her PHD in canada therefore would be easy for her to find a job). Also, My consultant told me that 2171 Application are comming back rondomly not october then novomber then december. This means either the applications are mixed up and they are reviewing applications based on plain merit.My Wife's application Noc 4011 reached canada on 30th December 2014. So our applications (2171 and 4011) are also hanging in limbo as i haven't heard back from CIC on both our applications. Unless the charging starts and we hear good news there is no telling about the situation.As far as 813 application cap for noc 4011 is concerned, I feel its an eye wash. Cuz i believe that this number was their 12th december (completeness check) number as applications could have still been pilling up and hence cap filled. 2172 has also stopped charging dec 10th and 2172 was ~300 caps on dec 12th. My only requesto my fellow friends is to NOT panic. So what if the caps are filled we still have express enrey.... Keep your chin up guys

Also, I feel people are not posting certain details like DD encashing as they may have feel that the first come first serve policy did not apply and revealing this info would jeopardize their chance. Request all you people to post credible information. Also, Please post first hand information ONLY. Not some friend of a friend story.
Calling CIC would be only be prudent to ppl within canada as their inqueries are addressed preoperly. Non Canada inquries are given random answers.
I have called twice so far (the first call dropped, the second was pointless as the person just asked me to call back after 3 weeks as he had no info).
So I request someone inside canada to call and check the cap details.

Dear Sir/Madam,

Please be advised that your application was returned with all attachments on February 12, 2015 as the cap of NOC 4011 has been reached. A letter of explanation was provided along with the application package.

Please note: all returned applications are sent via regular mail to the mailing address as entered on the application package. There is no tracking number. Once the application is mailed, its delivery is the responsibility of the postal service. Applications are not sent via courier.

I sent my application when the applicants were just 357 according to the CIC update. And the next update suddenly showed the number to be 813. After the CIC update on 16th Dec only 2 people have been charged and Vinisha has been charged. The very fact that Vinisha's file has been opened means they were going through the files of December applicants. After all it was not written on her envelop that she is a PhD from Canada. So what do we make of all this?

I m not brave heart like him or others. I was restless since june keep on trying and collecting every documents required. when i was ready to apply my wife was pregnant. I thought that our application will be delayed while in medical stage and it will add few more months for our processing, but unfortunately all of sudden due to medical reasons baby was aborted. I never give up my hope even though i lost baby...now with news coming up with cap reached, my reaction to this is completely negative. we fool ourself our heart that everything will be fine, Alhamdullilah.
will we getback our restless days and nights?
