Anyone kindly can explain this "Applications received toward the overall cap: 227 of 500 (as of November 19, 2014)". Does it mean 500 for PhD stream and 500 for general of each NOC?

no, 1000 each for general noc
500 for phd- irrespective of the branch

WES does the evaluation in general.
specialized evaluation is needed for Doctors and other professionals of regulated professions.

my consultant told me that wes evaluation is sufficient for 4011.

nothing can be told as of now
cic site just shows 357 and the current update is all just speculations.
no one knows the exact current status of capping .
i trust upon the almighty and i am a sincere college professor and god will take care of the rest.
