noc 4011 degree requirement

Hi i need to know that is it must to hold master degree if one is applying under noc 4011 university lecturer

In spread sheet, there is one person who got PER with 4 year bachelors degree equivalence.

BUT

NOC 4011 description webpage says:

Employment requirements

•A doctoral degree in the field of specialization is required for university professors.
•A master's degree in the field of specialization is required for university lecturers.

I guess it depends on the visa officer taking up your case. That would be the defining factor. There are arguments on both sides which I have mentioned in my last post - Someone with bachelors got PER under NOC 4011 (as per SS) but the NOC 4011 description page says Masters is a requirement.
