NOC 2283: Changes after February 27, 2008

I have applied Federal Skill worker after February 27, 2008 under NOC 2283.

This NOC is not listed now in http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp.
Am I still eligible after February 27, 2008 changes?

According to new change- Feb 27, 2008. Processing time become very short. I have applied in May, 2008 but
I still did not receive call for submitting required docs yet?

Is this NOC still valid or expires after change 27 Feb, 2008?

Can I apply again before I refuse?
