so, if I don't have my documents yet (they are in Sydney), I can apply for EE?
But what about proof of language and education?
What if I'll get ITA and at that moment I will not receive my documents from CIC?

First, sorry for the late response.
Yes you can apply without any documentation for EE. If you get ITA, they will still have your original IELTS.
Apart from that you can prepare by getting another:
a. WES sent to you
b. PCC

I dont remember if there is anything other than that - that was required in original - so you should have all the other documentation in original (even if you get the ITA before you get the package back)

I already submitted my EE profile. I never lose any hope. Just concentrating on my target canada. i will try my best to be canadian. Thank you rick for your guidence.

If you get an ITA (Invitation to Apply), you will most likely get your PR before your PER result translates to an MR.
Processing time is given to be 6 months in EE. Of course, you might end up losing some money - but given the target - my opinion - its worth it to not take a risk by not putting in an EE profile.

My Medical is uploaded (3rd line) but I have still got an EE profile completed. It doesnt harm anything. You can choose not to do anything after the ITA.

It's possible. Make sure you have your IELTS ID and WES Reference Number at hand.
But also note that once you get ITA, you have only 60 days to submit your application

I got an email reply from CIC that my app was returned on 23rd Feb 2015 by snail mail as 1123 was capped.

Today it is 23rd April and I am still waiting for my app to be delivered to me

Any idea on how much time it takes to reach the mail from Canada to an Asian country?
