Buffalo requires all your documents up front. So you'll need to get replacements before you apply.

If you are a citizen of Romania, then yes, you can apply to Bucharest. The CIC website shows Bucharest processing 80% of cases within 11 months. That's faster than Buffalo, btw. So even though they use the simplified application process, you'll need to get your documents together pretty quickly.

You might want to check the time for applications processed at Bucharest: 35/65 months : http://www.cic.gc.ca/english/information/times/international/02a-skilled-fed.asp#europe

i dont believe in these statistics Bucharest 35 to 65 months they gave maximum time line that people dont disturbe them and bother them that how long it will takes, from Europe its takes short time then they mentioned
i can tell you my case finish in 8 to 9 months From Warsaw, Poland but according to these statistics time line they mention on CIC website for warsaw is 22 to 68 months
