I just heard from someone that starting December 2011, there will be no more need to send in passports. Meaning Immigration will just send the Visa to the applicant if/once they are finished.

Is this true?
 
I think it only applies to visa exempt countries.
 
Visa-exempt persons will no longer have a visa counterfoil inserted in their passports. They will receive their COPR documentation only instead, once they have been approved.

It means you'll just get COPR straight away instead of the VO requesting your passport.
 
I sent our application in October and I got approved as a sponsor in December 2011. So does that mean they will request for my spouse's passport because we applied in October?
 
Also does anyone know where I can get official information regarding this topic? Can't seem to see anywhere on the CIC site where it explains that visa exempt countries do not need to submit their passports....

No. This is the new business model and applies to anyone who has not become a permanent resident yet if they are from a visa exempt country.
