If the girl is in Pakistan and boy is in Canada and Candian Citizen living legally. If he can't go to pakistan to get nikka or married because of work issue in canada. Due to current convid situation can they get nikka done over the phone and then he can just sponsor her. Thank you

No proxy marriages are not allowed. Marriages in person are required.
IRCC will make you regret your decision whole life if you do this. Only go for "Physically Present" Marriages.
