Girl is here in Canada along family , Boy is in Pakistan, boy's family is also here in Canada , they were engaged and nikah was done on phone , now girl don't want to go to Pakistan for wedding , they have everything else like legal nikah nama , telephone record , whats app calls.

Can girl sponsor boy without going to Pakistan

CIC does not accept phone marriages, so unfortunately, no.
 
Only if the boy can get an approved TRV and come to Canada - and they get married in Canada before they submit the application.

No. As of June 10, 2015, CIC no longer recognizes marriages conducted abroad by proxy, telephone, fax, Internet or other similar forms of marriage where one or both parties are not physically present at the ceremony.
 
Why doesn't girl want to go Pakistan to see her soon to be husband? She should have a good reason otherwise CIC might cast doubt on the genuineness of her marriage. Also, the fact that her husband also has family in Canada (if his family are PR or Canadian citizens), it will cast even more doubt as his family is considered a strong "pull factor", meaning its likely he's marrying just to re-unite with his family. She shouldn't underestimate how difficult it can be to sponsor someone under these kind of circumstances, as it will cause lots of delays and maybe even a refusal.

To me it looks more like the girl doesn't want to marry and is being forced/pressured by her parents due to an arrangement made between girl's family and boy's family.

my thoughts exactly! id understand if it it was a "could not" situo due to work or stuff but a "doesnt want" seems pretty personal in eyes of the VO.
lol i mean like, to live "live" in PK, i understand i wudnt really wanna go do that too i guess, when u cen chill here in yall's home country :P but even then, i specially took some time off to go see my husband & yo i didnt visit him like it was a vacay for 2 weeks...it was an extensive visit.

Most likely an arranged marriage. CIC accepts these kinds of marriages as long as it was done according to the culture of the families.
 
its not forced marriage , one of Girl's cousin wants to marry her , Girl and girls parents don't like that cousin , so they are little scared that cousin may do something undesirable during their stay in pak , now they may go to 3rd country like UAE to do the marriage

This story seems reasonable and a good solution if they can go to 3rd country such as UAE to get married. I would write this story in the application too to explain why they had to go to 3rd country to get married.

Just as an FYI the Canadian girl and Pakistani boy won't be able to get married unless they both hold UAE resident visas. Visitors to uae cannot get married there.
