I have been a silent observer of this trend since it was created, with two or three posts. But I have gain so much from this forum. With heart full of praise to God, and with all humility, I got my federal skilled worker visa yesterday together with my Confirmation of Permanent residence.
I think it is a high time to give back to the forum. Please ask questions, and I will try and answer from my little knowledge of the process.
Note: I am a 2013 FSW applicant.

The visa was issued through another visa office, and not Accra. (Though I am a Nigerian).
Below is my timeline:
Application sent to cic: oct 28,2013
Application received in cic
ct 30,2013
PER date: Jan 26, 2014
VO officer requests for more document: Feb 6,2014
Medical request:Febuary 16,2014
Medical done; march 5,2014
Visa issued: April 11,2014
I think as per the minister instructions, all 2013 federal skilled application should be finalised latest by one year.

Now i said this sounds funny because myself, a November 18th applicant, got my PER on January 20 so i find it strange that an October 30th applicant is getting PER on January 26.
Secondly, when did the guy's application arrive Accra from CIC for them to issue a request for additional information in less than 2 weeks?
In my opinion, this is false.
