Welcome to the group.Quebec is 90% french but from my understanding, they are trying to make it more bilingual hence the lack of compulsory french. The official language of Quebec is French. There is absolutely no desire or policy to make the province bilingual. Outside Montreal, & the Gatineau/Hull region, you would struggle to settle/live/work without learning French.
Because the economy needs immigrants . It would be very hard & politically complicated to make French compulsory.
