Hi,
These are my observations.

BEFORE 6TH OF DECEMBER,2011,
- Incomplete application could be submitted and a file will still be created,
- Incomplete documentation could still be submitted and they would create a file for you and ask you later to update your file or present them during interview,
- Language test result could come in form of language test results,school attestation,writing a cover letter in that regard that you know the language and wants to claim point for the level that you have chosen
- Applications were not returned at all even if not complete.
- Acknowledgement of receipt are presented very fast
- Interviews rate were very high.
- Rules were modified every 3 years

AFTER 6TH OF DECEMBER,2011
-To claim points for language,you must submit only a language test result
-Delays in receiving Acknowledgement of receipt
- Less decisions have been made,no waiver no interview-at least 98 percent of people that i know
-Several rules have been introduced.
- For nearly 8 months,nothing new has been heard or put as a rule
- Return of incomplete applications,meaning all accepted applications are complete and eligible.
and more.....
- submission of document checklist to ensure that you have include everything.
- moving all CONTINENTAL OFFICES TO MONTREAL

What do we make out of all these.

Well,i feel that there will be minimal interview,faster processing after 31st,march,2013suspension of the scheme for a while etc....

Frm further investigation, I found out that landing formalites will be done in montreal but just once. One does not have to do any other landing formalities in d final destination. U just have to provide d address of where d PR card will be sent to at d airport in montreal and d address must not be in any quebec provinces showing that u will not be landing in quebec.
The fight to ur final destination, in my case toronto, will be an internal flight which will not require landing formalities to be done.

In fact I just confirmed this from Eldorado who landed in calgary thru montreal.
He just sent me a PM.
Landing formalilies will be done in montreal but not in final destination.

Confirmed, a fellow forumite landed in Montreal today and processed their landing in Montreal with an Edmonton address to received their PR card and billed for Edmonton flight the next day. Though the check was thorough and total i.e. baggage and POF as against Quebec immigrants.

oh oh so that means i was correct initially....Point to note if your transit is through another city other than your final destination ensure your connecting flight does not leave immediately to avoid missing your flight when you are going through the landing process.

Like in my case, anyone on this forum with the idea of when i should be expecting a passport request after my medical on the 14th of Feb in london? i track VIA DHL, the london high commission received it on the 25th of Feb. Will they mail my medical assessment to Ghana or make a decision and furnish the Ghana VO. According to the physician that did our medical assessment, he said if i dont receive call from them (Hospital) it shows everything is fine. I'm just worried how long is left to get a passport call. cos i need to come to 9ja stay for a short time before leaving for canada.

@ Jemimah & Sleek Ricky, i guess d subject of discuss is: the possibility for a PnP resident to move away from his/her nominating province.
First, i think the Quebec route is d toughest of all pronvicial nominating program and even at that people move away in droves to other pronvince afte spending vaying number of days/weeks some after 4 weeks some after 2months...
at least i can count more than 5 who decided to move. only one lady was bold enof to call at Immigration Quebec informing them of her intension to which the response was you r free just ensure u update ur record with Service Canada, anf off she goes to Brampton.
I think d major impact of such internal migration is that it makes it more difficult for new applicant who doesnt av family in a pronvince to get nomination cos they feel if he/she ets it, he/she is also gonna leave us. Afterall these pnp programs were designed to address specific problems
my advice to any would-be pnp applicant is look before you leap...
