The years preceding 2012 may not have witnessed the type experienced this year. One thing may be the reason. The plug pull on pre Feb 2008 and focus on the MI1 to pave way for the MI 2 & 3.

Once all the MI's are done. It will be a new dawn for the Canadian Permanent resident Visa program.

The MI 1 group was actually the largest. At one time, the best estimate was 450,000 applications in that category (worldwide). Compare that to about 15,000 for MI2 and about 10,000 for MI 3.

If CIC has dealt with the MI 1 numbers by up to 70%, then they would have made a huge progress in their backlog. The rest (and this includes what is left of the 20,000 or so very old pre 2008 applications), should be almost nothing in comparison.
