I am posting the Synopsis of 26.06.2010 notice/new changes posted by Jojobaba on this forum, which should clear lot of confusions;
Synopsis of 26.06.2010 notice/new changes relating to federal skilled worker class ( FSW)-Applicable to all applications lodged/received by CIO from 26.06.2010 onward
1-Cap of 20,000 application (without arranged employment) to be considered for processing each year(for new application only)
2- within cap of 20,000: 1000 Cap per NOC code for application to be considered for processing each year(for new application only)
3-In calculating the caps, applications will be considered in order of the date they are received. Applications received on the same date will be considered for processing having regard to routine office procedures.
4-For the unique purpose of calculating the caps, the first year will begin on June 26, 2010, and end on June 30, 2011. Subsequent years will be calculated from July 1st to June 30th, unless otherwise indicated in a future Ministerial Instruction
5- IELTS's must with initial application to CIO
6-Processing order (considered for processing ) subject to condition of capping:
i- FSW with AEO
ii- FSW with 1 year experience evidence in any of the following 29 NOC codes in the last 10 year.

Likely repercussions for existing applicants ( pre 26.06.2010):
a- Applicants belonging to class A above ( 18 NOCs) would not be affected & would continue to be processed without capping limit
b- There is still a sliver lining for class C applicant as new applications would be zero and existing would continue to be processed without capping limit.
c- Early new application for class B would be processed early as there are zero application under this class for fast track.
Good news for some,bad for others but this looks harsh!
