So what does they mean by eligibility reasons? does that mean that they will again look at our applications for financials,DLI,family ties etc and reject us according to the mood of the particular VO handling the 2d stage approval ?

Yes but I am assuming its eligibity based on Biometric, medical and police record. But to be honest the whole information is just messed up they should just approve it or reject based on full application very frustrating and annoying.we are damned..

I got an email from ircc 2 weeks regarding this that I passed the eligibility stage .. my account has not been updated with, it was online did my application in april
Yes I got mixed answers of this... some says its AIP some say it's not. But the positive thing they have said is you can begin your course online... but one thing which confuses me is I have already completed my whole application yet I got partial approvalwe are damned..

The second stage will be approved when travelling restrictiom is uplifted the email received is AIP but the fact that the email says student permit can be approved or rejected is conflicting coz at the end of the day we are the
loser especially if we have to pay tution fees

This is not stage 1 approval which arrives separately and I agree this email just added to the confusion and anxiety.
I am.now finding it very difficult to hold back.emotionally now. It's 2 weeks before my daughter should be in Quebec starting a degree she applied for 48 weeks ago and studied 2 years for to gain 2 high school diplomas. She got a scholarship. She got the room she wanted. She has 100s of pages of paperwork, her suitcase is packed to leave with an hours notice.
She's now faced with her only way of having contact with classmates who are international and allowed to travel by WhatsApp Facebook etc. Orientation week she has been billed for starts in a week. She has only photos and videos of her classrooms, campus etc. It's shit. It feels very unfair. Other international students entered as US and returning. She is banned.
But this line confuses me
