Like members pointed out if the revised rules are on similar lines as say Australia, then we are talking about a hefty application fee to offset the medical expenses that an elderly person may cost the social medical coverage. Again, if you have the money your parent grand parent will be fortunate to get united with their children / grand children who they have lovingly nurtured and helped towards the skills/education/capability to immigrate to a developed country.
However, if you cannot afford such hefty one time fee - then the application wait time could be well over a decade, with very limited annual quota of such 'normal' visa application. Again, one hopes that all these speculations turn out ill founded. If only...
