Urgent processing of a permanent resident card
To qualify for urgent processing, you must be travelling within the next three months due to:

your own serious illness,
the serious illness of a family member,
the death of a family member;
a job opportunity, or
work related to your current job.
Even if you qualify, we can’t guarantee your application will be processed urgently or that you will get your permanent resident (PR) card on time.

Where does it say there is no urgent processing for the initial PR card?

New permanent residents don’t need to apply for a PR card. We will send one to you when you immigrate to Canada if you tell us your Canadian mailing address.

All the steps required for urgent processing are geared towards renewal PR cards, not the initial one you get after landing. Since as the rules say don't need to apply for the initial PR card, well you can't apply for urgent processing of something you never applied for in the first place.
