Yes. If you read the letter they say they are offering you a new way to land as PR, which can only be done after it's approved. Typically this first email would be the time when you would go to a border and do flag poling to get CoPR. Flag poling just got replaced with PR confirmation portal
Your "country" of issue is India only. It does not matter where you reissue it. Only the "place" of issue will be changed.

I have ecopr with no officer signature and date

There are two pages in copr. First psge is ircc copy which has no sign. You can check second page client copy which has officer signature.

You can reply to client portal email , they told in the last email when you got copr that if there is any error let us know.
