First, I think he can contact them with emails, remember to put on a proper title. If not, it might go to spam folders.(
IRCC.ClientPortal-PortailClient.IRCC@cic.gc.ca), see if he gets any replies. Usually, Officers reply to emails quite often.
Second, I think he can check the portal regularly to see if there is any update, you will receive an email if that happens.
Sorry, there is not a lot that you could do. But I hope you can receive the letter soon. (The longest I have seen is 2 months wait for the E-COPR.)
Last but not least, do something that makes you happy, so you are not so focusing on "date counting" because waiting with no accurate day is really pained on the butt.
BTW, after you have received your E-COPR, "IF" there is some info error. Contact the office immediately to see if you need to apply for the amendment. ( I wish that never happen, finger cross.)
I just check the processing time for the first PR card. The website says it can take 120 days.
