You will still be required to send an NBI. Wait mo nga lang until they request for it.

Wala naman sinabi na bawal. Sinabi lang nila na avoid lang sa common mistakes na happen.
Nkastaple nga ibang docs namin like nso birth with rcpt nka attach at ibang extra docs..at ung iba paper clip.. D nmn binalik.. Kaya be positive
