I have got PR visa recently under provincial nominee. In my COPR my destination is Halifax, Nova Scotia. I will fly for Canada in September and wants to see my sister at Regina, SK first. I will stay there for couple of days.

Is it possible to go Regina, SK first and then go to Halifax, Nova Scotia.

Please let me know.

You can enter canada anywhere there is a border. As a PR, unless there are conditions set to your PR (which I have not heard of) you are free to live and work anywhere in Canada. I got my PR under BC nominee program and within one month moved to Halifax. And of course you can travel anywhere in Canada. You aren't locked into the province.
