I think with maximum ielts score and 1 year of canadian experience, you are getting 444 points instead of the 420 points you describe.

Still no changes to int students and people with siblings/parents here. Any words on when they will come, if ever?

no one knows buddy. but you can try a pnp. or wait to see which porvinces may offer a french or sibling stream for next year. ontario has a french stream.

Ahhhh... ok, my boyfriend has 3 years of fwe and a degree. His profile, with me, is 426. So yea, around the 420s if you have 1 year of work experience and max language, adding on 30 for Canadian qualifications. Either way, it's more level now. Fair for just about everyone.

experience, or the equivalent in part-time work, over a continuous period of work
for that employer;

I believe now NAFTA and ICT visa holders (and IEC too??) will get 50 additional points once they complete 1 year experience!!

30 points are ok, more or less equal to 1 year canada work experience. There is no sibling part. Also it might be later on as some separate stream (just like for parents and grand parents) also no french support (actually french already has its mobilite franophone).
Major change will be with LMIA
When it comes to provinces, most of them have criteria similar to federal and they are very picky on certain things (professions on demand or others). Plus the provinces were not abused like LMIA (much harder to buy immigrant officer than to buy a spot at Canadian employer). I find it fair, that I provinces has chosen those people, they shall get them.

Ah no, it says specified on the work permit. IEC's are open, not employer specific.

So in short these are the 2 major changes:

1. Canadian Students get more points based on level or education:
0 points, if the foreign national has a secondary school educational credential;
15 points, if the foreign national has an eligible credential from a one-year or two-year post-secondary program
30 points, if the foreign national has
(i) an eligible credential from a post-secondary program of three years or more,
(ii) an eligible credential from a university-level program at the master’s level or at the level of an entry-to-practice professional degree for an occupation listed in the National Occupational Classification matrix at Skill Level A for which licensing by a provincial regulatory body is required, or
(iii) an eligible credential from a university-level program at the doctoral level.

2. 600 points for LMIA are gone, now only the following:
1. 200 points, if the offer is for employment in an occupation contained in Major Group 00 of the National Occupation Classification;
2. 50 points, if the offer is any other qualifying offer of arranged employment.
