I think the notification published on previous Thursdays was only meant for former students as the related figures concern them. We can observe that in additional factors: they have declared province , job and Canadian Educational credential and Canadian educational credentials have been elaborately mentioned. Moreover, I guess the headline as shown :
The Minister of Citizenship and Immigration, pursuant to section 10.3 (see footnote a) of the Immigration and Refugee Protection Act (see footnote b), gives the annexed Ministerial Instructions Amending the Ministerial Instructions Respecting the Express Entry System, 2016-1 mat indicate there might be few more notifications ending with 2016-2, 2016-3.....

Or that it's just the first (and maybe only) amendment of 2016?

Anyway, it doesn't just concern students as it talks about lmia's. It's also a set of announcements about other things nothing to do with express entry, like transport.

Sure this is only reducing barriers for CEC as liberals promise.

As it is announced first immigration consultants take use of canvassing more students which leads to more money to canada government but changes will be more.

The plan set by the govt. was to give additional points to siblings / francophone / former students, change in LMIA, giving more points to those in job, change in age points and many others. There were suggestions from many quarters and we can see few on the forum. Now, only the points which directly effect are for those having Canadian Education and off course LMIA and PNP. LMIA and PNP are the common additional factors which everyone can have but not Canadian educational credential. So, next might have the notification for francophone having additional factor like PNP, job and french language. And the reason for keeping the additional factor 600 maximum is due to the fact that someone can be sibling, francophone and international students crossing his score more than 1200. The separate announcements may be planned to keep it very clear, and the final result may reflect on new express entry score grid. Its just my guess, you may be right

I agree, every govt. needs funding for their elections.

Or there are chances that they can postpone it to January or before March 2017(as it is a key supporting initiative by IRCC) by the time students from all over the world start their pathway to enrol in any institution then giving addtnl points for siblings so they will get enough money and not faking their promise too.

I was also thinking in the same direction. The more delay the more profit. The gap between the notifications will be very vital for education industry which is worth billions of dollars.

Why, why, why please justify why siblings deserve points.

Just because your sibling managed to get to Canada it doesn't entitle you to get a free ride. The more they give points to siblings, the more they are pushing out skilled immigrants who have no immediate connection to Canada. It makes no sense.

A sibling would have moved to Canada due to fsw or marriage to a Canadian. The sibling was happy to leave the family home country and immigrate. There's no emotional backing for the sibling to claim that they have been forcefully separated here.

Spouses, understandable. Parents and children under 18, definitely. A sibling you haven't seen for 5+ years for no reason, no!

Liberals policy is to grant greater access to candidates who has Canadian siblings. They will do it but not soon
Many have returned home after studies in canada as this news is widespread and canada needs to clear bad mark on getting more students from overseas. So they will remain this pattern for few months ..

Ok fine, siblings don't deserve. they are unskilled, jobless .... but why did the govt promise? The sibling was not asking, and if he was asking then why did the govt. agree. If I ask you to meet me on a particular day at a particular place and then give excuse that I changed because a student fixed the meeting on same day. What would be my answer to you? You don't deserve?

Well, yes. You had a bigger priority to deal with. If I said I promise to meet you, I had promised for months to meet you and my lecturer scheduled an exam that day, you're getting an excuse phonecall.

Exams don't last for months.

No, I said I had planned to meet you months ago, but on the day I was supposed to meet you I was told I had an exam. Of course I'd focus on that as it's the bigger priority.

The government planned and promise x, y and z things. They have looked and weighed them up. They have decided that at the moment thing z needs to happen (student points). It is possible that soon they will bring in thing x and y (sibling and French) but it isn't yet a priority.

It all might happen, whether people agree or not. But it seems that now, students are the priority.

Hang on, except for the age score, a lack of education and a lack of fsw does mean they are less skilled.

There's a whole different set of qualification you can get converted of you are a skilled worker, like an electrician which equates to a degree etc.

People with skill a or B only get 50 points for lmia, not 200.
My mistake, its only group 00 so the change is far worse than I thought. There is now effectively no point in getting LMIA.

As to skills. Age and lack of a suitable degree can really push down a score. People can have a Level 8 NVQ (equivalent to a PhD)- but good luck trying to get an ECA for it. Employers nevertheless recognise a good bean. Someone coming up as an engineer in the UK through the apprenticeship route may be a chartered engineer and fellow with the UK Engineering Council but no ECA. In fact the majority of senior engineers in the UK fall into this category and are highly sought after by the biggest companies and they include people with knighthoods and fellowships of the Royal Society, again which is worthless for ECA but sought after by Canadian companies.

Well, its like promising someone and forgetting about the promise. A promise is a promise is a promise.... whatever the reason be, one should always stick to that. Your integrity comes under doubt, nobody would trust you in future. You won't have friends. Its like i am driving a car and a passenger is waiting in his hotel to get dropped to airport, only to be informed at last hour that I can not pick because some new priority has emerged. You wait for next flight tomorrow.
