I got an email telling me to check my account (GCKeys) and it my PA was available there
CIC will never send anything through a registered mail or even an ordinary mail if you have mentioned mail ID in your application form. The only thing that will be come though post is the application package retuned in case the application is rejected but that too even at earlier stages of application during eligibility not passed or document not completed.
Thats not true my file got transferred to nvdo in jan 2o19 they send regd mail to my husband (sponsor) statinG file transferred to nvdo for further processing
The forms clearly states that if we only send communication on your email ID if entered. So, your case may be very strange because I have never heard anything like this from anyone
My email id was already registered. The letter was from cpc Sydney. However i dont think pa they will send through regd post to principal applicant.
But they don't even send anything to Sponsor as well, never heard of it from anyone in this forum for sponsorship and have even not experienced in my case. So, can't say about why they sent the letter to your husband's registered mail.
Sometimes they work in mysterious ways. I also never heard about it after this experience i changed mailing address to permanent one

She had this in GCkeys since JAN say over 2 months now. I am sure her file is in a Interview lineup
