Even if your file is in process you can still apply for a TRV but you have to show strong ties with your home country. I know so many 2016 applicants who applied for it and got the visa but some of them got rejected as well.

Saneeshtom, I was February 26, 2017 applicant. My spouse has arrived. however, Noticed that for March applicants, a lot of things went very fast in beginning. Such as AOR1, AOR2, and medical request and so on, and then file got transferred to NDVO.
Keep in mind NDVO has always been taking more time, As they have been handling people of multiple countries including India, Afghanistan. So to speed up the process, what IRCC did was to get a lot of work done by Mississauga office, which used to be done by NDVO (such as Medical Request, requesting PCC).

I would suggest you to stay calm and let the process roll. Moreover, DONT CALL IRCC for an UPDATE , because they dont make any decisions or speed up your case. They are just there to read whatever you can find on your ECAS account or GCKEY account. (Call center always game me wrong information, Stated my file was in Mississauga/New Delhi (back and forth) and next week it was processed)

I had submitted my spousal sponsorship application on March 1, 2017 and have been approved as a sponsor. My spouse received an email from NDVO to proceed with medical examination which was completed 2 months ago and as per the update on Gckey, the medical has been passed however she hasn't received her AOR2 file number. There were some additional documents requested by NDVO to determine the applicant's eligibility which was submitted 1 month ago and I haven't heard back from NDVO since then and neither I've received AOR2 file number. Please advise how should I proceed. Thanks

Hi as087p, for AOR2, your dont receive any file number, you receive an email from NDVO stating that your file has been received at NDVO. that is AOR2. If everythign was submitted according to NDVO requirement then your file will move on to processing, if not then NDVO will comeback and ask for missing document. However, so far everything seems right.

I’m fairly new to this forum
I sent spousal PR application on April 26 2017 along with PCC, then on June 13 2017 they requested sch A form. I have sent it within couple of days
Since then my background check say “not applicable”
I asked my representative and she told me that it is because IRCC already reviewed your spouse's police certificate from India (Sent on 2017-04-26, when we submitted your application) and your spouse's Schedule A Background Declaration form (Sent on 2017-06-13).
The background check is the sponsoree's police certificates and Schedule A Background Declaration form review.

Is that normal? Or I still have to wait until background check column says “ in process” for DM and PPR

you never send PCC up front anymore. Process have been changed since February 2017. However, since IRCC dont need to request PCC from PA, they put Not applicable there. If there have been any issues you would have heard from IRCC when they requested Schedule A form. ;-)
 
So frustrated of waiting :(
When it was 18 months process, it was taking applicants average 8 months. And now it's 12 months process, it has already started 7th month and bgc is still not applicable. ☹:(
