Also found out that Nadir Patel is the high commissioner at CHC NDVO. Maybe emailing him alongside our Immi Minister is also a good idea for the delays in the spousal sponsorship at NDVO only.
His email should be patel.nadir@canada.ca (my best guestimate).
Other guesses are patel.nadir@international.gc.ca or nadir.patel@international.gc.ca
