there is no timeline for decision after interview coz VO can go for further BC and SC on information given by applicant in interview..I hope that make your query resolved!! lol

Sending passport via Nepal to India is legal so you can choose DHL, FEdex, Overnight etc..

Congrats for PPR.. U can send RPRF in either way, but recommended is in INR because your VO is New Delhi and DD would be cleared comparatively earlier I believe!!

Right of Permanent Residence Fee is INR 25,970 and should be in favour of Canadian High Commission" payable at New Delhi.

and better take Nepali applicant's opinion for courier services,Spartan had mentioned the courier services, go for nearest one to you!!
